{"id":2987,"date":"2024-08-05T09:47:53","date_gmt":"2024-08-05T09:47:53","guid":{"rendered":"https:\/\/30sec2remember.com\/?p=2987"},"modified":"2024-08-05T09:58:49","modified_gmt":"2024-08-05T09:58:49","slug":"acf-employees-killed-2006","status":"publish","type":"post","link":"https:\/\/30sec2remember.com\/de\/acf-employees-killed-2006\/","title":{"rendered":"ACF-Mitarbeiter get\u00f6tet '2006"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Am 04.08.2006 wurden 17 Eelamtamil-Aktivisten, die f\u00fcr die franz\u00f6sische NGO \"Action Contre La Faim\" (ACF) arbeiteten, von den srilankischen Regierungstruppen in Muthur brutal get\u00f6tet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Die Aussage von MSF<\/strong>-(Doctors without borders) &#8211; 08.06.2012<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Am 4. August 2006 wurden 17 Sri Lanker, die f\u00fcr Action Contre la Faim (Aktion gegen den Hunger\/ACF) arbeiteten und alle das T-Shirt der NRO trugen, auf ihrem eigenen Gel\u00e4nde hingerichtet, am selben Tag, an dem die srilankischen Regierungstruppen die Kontrolle \u00fcber die Stadt Muttur zur\u00fcckgewannen, die am 1. August in die H\u00e4nde der Rebellen gefallen war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die ACF gedenkt stets der Ermordung ihrer 17 Mitarbeiter auf der Esplanade der Menschenrechte am Trocadero in Paris. Sie wird Gerechtigkeit fordern, so wie sie es getan hat, und verlangen, dass das gr\u00f6\u00dfte Massaker, das jemals an Mitgliedern einer NRO ver\u00fcbt wurde, nicht ungestraft bleibt. Und genau wie im Jahr 2006 wird diese Forderung ungeh\u00f6rt verhallen. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ende August 2006 erkl\u00e4rte der norwegische Leiter der skandinavischen Mission zur \u00dcberwachung des Waffenstillstands in Sri Lanka (SLMM), dass die Beteiligung der srilankischen Sicherheitskr\u00e4fte an dem Massaker au\u00dfer Zweifel stehe. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nach den Informationen, die die Mission trotz der Behinderungsversuche der Beh\u00f6rden erhalten hatte, war die Stadt am Morgen des 4. August in der Hand der Armee, und alle gesammelten Zeugenaussagen wiesen auf die Armee hin. Dieser direkten Anschuldigung, die der srilankische Au\u00dfenminister als \"unverantwortlich und ungeheuerlich\" bezeichnete, wurde jedoch nie nachgegangen. Der Leiter der SLMM war im Begriff, das Land zu verlassen, und die Mission gab keine weiteren Erkl\u00e4rungen ab.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Die Aussage von ACF - Frankreich<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">17 Mitarbeiter der Aktion gegen den Hunger, deren einziges Ziel es war, die Menschen in Sri Lanka zu unterst\u00fctzen, wurden ermordet. Neben den Opfern selbst, ihren Angeh\u00f6rigen und ihren Mitarbeitern wurde der gesamten Bev\u00f6lkerung Unrecht zugef\u00fcgt. Nachdem die Organisation seit 2005 mehr als 100.000 Menschen in Sri Lanka geholfen hatte, beschloss sie schlie\u00dflich, das Land zwei Jahre nach den Morden zu verlassen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Seit 2006 hat die srilankische Regierung, nachdem sie ihrer Pflicht, die Bev\u00f6lkerung und alle Helfer zu sch\u00fctzen, nicht nachgekommen ist, auch ihre Pflicht, f\u00fcr Gerechtigkeit zu sorgen, nicht erf\u00fcllt\", sagt Pauline Chetcuti, Leiterin der Abteilung f\u00fcr humanit\u00e4re Hilfe und Politik bei Action Against Hunger. Die durchgef\u00fchrten nationalen Ermittlungen waren vergeblich, und die Anfragen von Action Against Hunger wurden ignoriert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Um gegen diese Straflosigkeit vorzugehen, konnten wir 2014 die Einleitung einer internationalen Untersuchung erwirken, die zu einem Bericht \u00fcber die w\u00e4hrend des Krieges in Sri Lanka begangenen Verbrechen f\u00fchrte. Die Umsetzung wurde jedoch st\u00e4ndig verz\u00f6gert. In der Tat behindert Sri Lanka den Prozess, indem es die Anwesenheit internationaler Richter verweigert. Die Vereinten Nationen haben k\u00fcrzlich in einem Bericht des Sonderberichterstatters f\u00fcr Terrorismusbek\u00e4mpfung festgestellt, dass \"keine der bisher ergriffenen Ma\u00dfnahmen zur Erf\u00fcllung der von Sri Lanka eingegangenen Verpflichtung, f\u00fcr eine \u00dcbergangsjustiz zu sorgen, geeignet ist, echte Fortschritte zu gew\u00e4hrleisten\".<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Aktion gegen den Hunger wird nicht aufgeben, um Gerechtigkeit f\u00fcr die 17 Opfer des Massakers von Muttur zu erreichen. Diese Trag\u00f6die erinnert uns daran, dass humanit\u00e4re Helfer in Konfliktgebieten immer noch bedroht sind, ebenso wie die Zivilbev\u00f6lkerung, obwohl ihre Arbeit dringend ben\u00f6tigt wird. Unter solchen Bedingungen kann keine humanit\u00e4re Mission durchgef\u00fchrt werden\", sagt Chetcuti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Diese Trag\u00f6die ist leider kein Einzelfall. Am 19. August 2018, dem Welttag der humanit\u00e4ren Hilfe, wird all jenen gedacht, die im Einsatz ums Leben gekommen sind, und all jenen, die trotz der Risiken weiterhin Millionen von Menschen in der ganzen Welt helfen. Die internationale Gemeinschaft muss sich zusammenschlie\u00dfen, um sicherzustellen, dass Missachtung und Verachtung nicht die Oberhand gewinnen. Die Sicherheit aller humanit\u00e4ren Helfer ist keine Option.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wir fordern die Beh\u00f6rden Sri Lankas auf, einen realistischen und unabh\u00e4ngigen Mechanismus zur Bek\u00e4mpfung der Straflosigkeit und zur Gew\u00e4hrleistung der Rechenschaftspflicht einzuf\u00fchren\", so Chetcuti abschlie\u00dfend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">wir vergessen nicht und wir werden unsere Suche nach Gerechtigkeit nicht aufgeben:  M. The statement of MSF-(Doctors without borders) &#8211; 08.06.2012 On 4th August 2006, 17 Sri Lankans working for Action Contre la Faim (Action against Hunger\/ACF) and all wearing the NGO&#8217;s tee-shirt were executed inside their own compound, the same day Sri Lankan government forces reclaimed control of the town of Muttur which had fallen into rebel hands on August 1st. ACF always commemorates the murder of its 17 employees on the esplanade of human rights at the Trocadero in Paris. It will call for justice, just as it has done and will demand that the biggest massacre ever perpetrated against members of an NGO not go unpunished. And, just has it has done in 2006, this demand will go unheeded.Let&#8217;s start with a few facts. At the end of August 2006, the Norwegian head of the Scandinavian mission which had been monitoring the truce in Sri Lanka (SLMM) made a statement to the effect that the involvement of the Sri Lankan security forces in the massacre was beyond doubt. According to information obtained by the mission despite the authorities&#8217; attempts at obstruction, the town had been in the hands of the army on the morning of 4th August, and all the testimony gathered pointed the finger at the army. Yet this direct accusation, which the Sri Lankan foreign affairs minister denounced as &#8220;irresponsible and outrageous&#8221;, was never followed up. The head of the SLMM was about to leave the country and the mission issued no further statements. The statement of ACF &#8211; France 17 Action Against Hunger\u00a0humanitarian workers, whose sole objective was to support the people of Sri Lanka &#8211; were assassinated. Beyond the victims themselves, their relatives, and their coworkers, the entire population was wronged. After helping more than 100,000 people in Sri Lanka since 2005, the organization eventually decided to leave the country two years after the killings. \u201cSince 2006, the Sri Lankan government, after failing in its duty to protect its population and all aid workers, has failed in its duty to provide justice,\u201d says Pauline Chetcuti, Action Against Hunger\u2019s Head of Humanitarian Advocacy and Policy. The national investigations conducted were futile; and Action Against Hunger\u2019s inquiries have been ignored. \u201cTo address this impunity, we succeeded in obtaining the opening of an international investigation in 2014, which led to a report on the crimes committed during the Sri Lankan war. The United Nations\u2019 Civil Rights Council has substantiated our conclusions regarding the government forces\u2019 implication in the crime and the threats to the families and witnesses,\u201d adds Chetcuti. The United Nations and the Sri Lankan government approved the establishment of a special international court, as requested by the Council. Yet, its implementation has been constantly delayed. Indeed, Sri Lanka is impeding the process by refusing the presence of international judges. The United Nations recently asserted in a report from the Special Rapporteur on counter-terrorism, that \u201cnone of the measures adopted so far to meet Sri Lanka\u2019s commitment to provide transitional justice is appropriate to ensure real progress.\u201d \u201cAction Against Hunger will not give up achieving justice for the 17 victims of the Muttur massacre. This tragedy reminds us that humanitarian workers are still threatened in conflict areas, as are civilians; despite the fact that their work is sorely needed. No humanitarian mission can be carried out under such conditions,\u201d says Chetcuti. This tragedy is unfortunately not an isolated event. On August 19th, 2018, World Humanitarian Day, tribute will be paid to all those who have perished in the field and to those who continue to provide assistance to millions of people throughout the world, despite the risks. The international community must rally to ensure that disregard and contempt will not prevail. The safety of all humanitarian workers is no option. We demand the authorities urge Sri Lanka to implement a realistic and independent mechanism to combat impunity while guaranteeing accountability,\u201d Chetcuti concludes. we do not forget and we will not give up on our search for justice: M.
